Verified industry development: BESA announced on 12 October 2026 that NG Bailey and Dalkia Engineering Limited had signed its Member Pledge. The initiative promotes stronger supply-chain relationships and independently assessed competence.

What the announcement says

BESA describes a pledge that encourages contractors to bring supply-chain partners into membership and demonstrate capability through its Competence Assessment Standard. This is an industry initiative, not legislation or a universal tender condition.

The announcement concerns the named signatories. It does not establish that Cliventa is a BESA member, has signed the pledge, holds the assessment or has a commercial relationship with either company. Requirements on any individual project should be checked directly with its procurement team.

Cliventa commentary: make requests specific

For an M&E buyer preparing a ventilation enquiry, “send your compliance documents” is an imprecise starting point. A better evidence request states what is needed, why it is relevant to the package, who will review it and when a decision is required. Distinguish company-level records from evidence about the people, supervision and methods proposed for the particular job.

Apply the same discipline to commercial boundaries. If installation, design, testing and final sign-off sit with different parties, record those interfaces in the enquiry and clarification schedule. An organisation's membership or assessment status cannot by itself resolve an undefined scope.

Build an evidence schedule that can be used

  1. State the requirement.Name the exact document, assessment or experience evidence requested by the buyer.
  2. Confirm relevance.Check that the evidence covers the proposed activities and entity submitting the offer.
  3. Assign a reviewer.Record who accepts the submission and who resolves gaps before award.
  4. Keep dates visible.Track review dates and any expiry or renewal information rather than storing an unstructured bundle.

Connect procurement with the installation brief

Send the latest drawings, specification, programme and access constraints with the evidence schedule. Ask bidders to identify assumptions and exclusions clearly. Where evidence is incomplete, resolve the gap through the buyer's process instead of treating a generic statement as approval.

The ventilation prequalification checklist provides a starting structure. For a defined commercial ventilation package, include the actual project requirements in the RFQ. This is practical procurement commentary, not certification advice or an assertion that any specific assessment guarantees project performance.
