Policy update: The government progress report updated on 2 October 2026 says responses to the Construction Products Reform White Paper and General Safety Requirement consultations are being considered. It describes further government responses and proposed legislation as next steps.
Distinguish reform proposals from current requirements
The report's product-related sections cover conformity assessment, testing information and oversight. They do not announce that every proposed reform is already law. Project teams should check the applicable current requirements and the final status of any subsequent government response before changing a specification.
This is UK government policy reporting. Building-control arrangements and project approval routes differ between the UK nations; the report should not be used to treat England's building-control process as a Scottish requirement.
Cliventa commentary: make the product trail usable
A practical installation file needs to connect the specified item, the accepted submission and the item delivered to site. That is difficult if product descriptions change between quotation, order and delivery note. Agree a consistent reference for each scheduled component and keep the approved revision available to the people checking deliveries.
A request to substitute a component should explain the proposed change and identify who has authority to assess it. An installer should not infer equivalence from appearance or a broad description. Where a change affects design, fire interfaces, acoustics, controls or maintenance access, refer it to the responsible project specialist before installation.
Four records to agree before the package starts
- Product schedule.Identify the manufacturer, reference and specification revision for the components in the package.
- Submission status.Record what was reviewed, the outcome and any conditions or information still required.
- Delivery checks.Compare delivered labels and references with the accepted schedule and retain relevant records.
- Change record.Keep the reason, reviewer and outcome of substitutions linked to the affected location.
Set responsibilities in the RFQ
For a ventilation installation enquiry, state who specifies and buys the products, who reviews submissions and who holds the final information set. Avoid leaving those tasks implicit in a labour-only or client-supplied-materials package. Include the relevant schedules with the drawings so the installation boundary is understandable.
The ventilation handover checklist can help organise close-out information. For ductwork installation, confirm the agreed documentation scope before award. These are practical record-control suggestions; this briefing does not approve a product, certify compliance or replace project-specific technical or legal advice.
