New survey findings: BESA’s 19 October announcement reports that 74% of respondents had seen no significant change in client behaviour since the Building Safety Act came into force. It also identifies information overload and commercial pressure as concerns.

Read the survey denominator correctly

BESA says more than 6,000 firms were contacted. That is not the number of completed responses. The percentages describe survey respondents, and the announcement should not be read as a representative census of every UK contractor.

The findings concern industry responses to the Act. When translating them into a project process, distinguish England's building-control dutyholder arrangements from the requirements applicable in Scotland, Wales or Northern Ireland. A UK industry survey does not make those systems interchangeable.

Project commentary: reduce the number of competing instructions

For an installation package, information overload often becomes a question of which instruction can be used. A drawing register is useful only if its status is understood at the workface. Agree where the current issued information is held, how revisions reach supervisors and how superseded copies are withdrawn.

If a client or designer changes a requirement, connect that change to its effect on procurement, coordination and programme. Record the question, decision owner, required response date and affected area. Avoid leaving a site discussion as the only record of a change that later needs inspection or handover evidence.

A short decision record for each open issue

  1. Identify the location.Use the level, zone, system and drawing reference so the issue can be found again.
  2. Name the authority.State who can issue the decision and who must review any technical interface.
  3. Record the consequence.Explain whether fabrication, access, installation or close-out is waiting for an answer.
  4. Close the loop.Link the response to the issued revision and confirm it reached the installation supervisor.

Make escalation a normal part of delivery

A clear escalation route helps a supervisor raise conflicting information without improvising a design solution. Agree the route before mobilisation, including how a work area is held pending clarification and who communicates the programme effect.

The installation progress-reporting guide can help structure that record. Include the project information and coordination responsibilities in a ventilation installation enquiry. These are document-control suggestions rather than an interpretation of legal duties or a statement that any individual project satisfies them.
